Huge crowds a pointer to direction the wind is blowing: Modi Addressing his last election rally in Delhi ahead of Saturday
's assembly polls, Prime Minister Narendra Modi said on Wednesday the huge turnout was a clear indication of "the direction the wind is blowing" and appealed to voters to bring a stable BJP government in Delhi. He also took a dig at surveys ahead of the Feb 7 polls that predicted the AAP having an advantage. Addressing an election meeting in south Delhi's Ambedkar Nagar, Modi said that for a strong nation it was necessary to have a strong BJP government and appealed to voters not to give an "unstable" government to Delhi. "I am seeing the huge crowd here. It is much bigger than when I would address rallies ahead of the general elections. It gives an indication of the direction the wind is blowing," he said. Modi said that his aim was to bring development to the country, and bring change to the lives of the poor in Delhi.
Protests in Assam over BJP's Delhi Vision Document
Angry people on Wednesday took to the streets across Assam over the BJP's Delhi poll Vision Document that described people from the northeast region in Delhi as "immigrants". The National Students' Union of India took out a protest rally Guwahati and burnt the BJP's flag in front of the party's state headquarters. Other student organisations including the Students Federation of India, All Assam Students' Union (AASU) and Asom Jatiyatabadi Yuva Chatra Parishad also demonstrated in different parts of Assam. The Bharatiya Janata Party's vision document for the Feb 7 Delhi assembly polls, which was released on Tuesday, said: "North eastern immigrants to be protected." The Krishak Mukti Sangram Samiti (KMSS), a farmer's body led by RTI activist Akhil Gogoi, also demonstrated at Dighalipukhuri area of Guwahati,  demanding an apology from the BJP for its insult to the people of the northeast.
EVMs cannott be tampered with: Poll panel
The Election Commission Wednesday allayed fears about tampering of electronic voting machines (EVMs) in the Feb 7 Delhi assembly polls, saying it has put in place elaborate administrative measures. "It is reiterated that the commission has put in place elaborate administrative measures and procedural checks and balances aimed at prevention of any possible misuse of procedural lapses," the commission said in a statement. "The EC has full confidence in the non-tamperability of ECI-EVMs and assures all electors of the country that EVMs used by the commission in elections are non-tamperable." The clarification came in the wake of Aam Aadmi Party chief Arvind Kejriwal alleging that four EVMs were found tampered with in the Delhi Cantonment constituency recently.
Natarajan was propped up when I attacked Modi: Rahul
Congress vice president Rahul Gandhi on Wednesday said that his former fellow party leader Jayanthi Natarajan was propped up against him after he slammed Prime Minister Narendra Modi. "A few days back, I said something against Modi, and the next day, they propped up Jayanthi Natarajan," Rahul Gandhi said at a Congress rally at Azadpur in north Delhi ahead of the polls to the 70-member Delhi assembly on Saturday.  He accepted that he had advised Natarajan, the then minister of state of environment and forests, to work for the poor and the tribals. He said that he was was not "scared" of anyone. Natarajan quit the Congress recently after alleging that the party vice president interfered in the working of her ministry.
Modi takes a dig at AAP, Congress again
Prime Minister Narendra Modi on Wednesday lashed out at the Aam Aadmi Party (AAP) for causing political instability in Delhi. Addressing a rally in Ambedkar Nagar of South Delhi, Modi said that AAP and Congress have ruined Delhi's development. Modi said that BJP's opponents could not digest the fact that a poor man's son became the Prime Minister of India. He said that his opponents resorted to 'white lies' against BJP and opined that the recent polls exposed those who tried to fool voters. Modi urged the Delhi voters to vote for BJP for overall development of Delhi as 'Development' was his only target.

Delhi Assembly Elections 2015

Delhi is all set for fresh elections in February 2015. All the major political parties are gearing up for the elections and have formed strategies for effective campaigning in the city. The elections are going to be largely an AAP versus BJP affair. The Congress party, that governed Delhi for three consecutive terms from 1998 to 2013, seems a mere shadow of its past. Political experts are of the view that the BJP may be able to capitalise on the 'Modi Wave' once again and may emerge as the single largest party with clear majority this time around. While AAP is going to give tough competition to the BJP, it might not be able to reach the clear majority mark. But yet the possibility of a fractured mandate can not be denied.
Delhi seems concerned about the same lot of grim issues that have continued to hurt its status as the national capital for long. Poor water supply and power outages, weak infrastructure, corruption, crime against women, problem of law and order, unemployment and pollution are still the issues that are going to be at the core of the assembly elections.

राज्यात डेंग्यूचा प्रादुर्भाव पाहता राज्य शासन आणि आरोग्य विभाग कसोशीने उपाययोजना करीत आहे. मात्र नागरिकांनीही आपली नैतिक जबाबदारी म्हणून डेंग्यूचा फैलावच होऊ नये यासाठी परिसर स्वच्छतेकडे लक्ष द्यायला हवे. डेंग्यू म्हणजे काय, तो कसा पसरतो, यावर उपाययोजना कोणत्या? याविषयीचे मुद्देसूद विवेचन.....

डेंग्यू म्हणजे काय :-
डेंग्यू हा एक विषाणूमुळे होणारा आजार आहे. या विषाणूंचे चार उपप्रकार आहेत. एडीस इजिप्ती व एडीस अलबोपिक्टस या डासांच्या चाव्यामुळे हा रोग पसरतो. डेंग्यू हा सामान्यत: एक आपोआप बरा होणारा रोग आहे. बहुतांश रूग्ण बरे होतात. या रोगाची अभिव्यक्ती सामान्य (क्लासिकल) डेंग्यू ताप, डेंग्यू रक्तस्त्रावी ताप व शॉकसह डेंग्यू रक्तस्त्रावी ताप अशा तिन प्रकारे होऊ शकते.

डेंग्यूचे प्रमाण का वाढते आहे :-
वाढते शहरीकरण, जीवनशैलीतील बदल व सदोष जल व्यवस्थापनामुळे डासांच्या पैदाशीला मिळणारे प्रोत्साहन यामुळे भारतात गेल्या काही वर्षामध्ये डेंग्यूचे प्रमाण वाढले आहे. दरवर्षी पावसाळा संपला की डेंग्यूच्या प्रमाणात वाढ होते व साथी येतात. तसा हा रोग थोड्या प्रमाणात वर्षभर आढळून येतो. भारताची 31 राज्ये आणि केंद्रशासित प्रदेशांमध्ये डेंग्यूचे रूग्ण नियमितपणे आढळून येतात. रूग्ण मृत्यूमुखी पडण्याचे प्रमाण 2011 मध्ये 0.65% इतके होते. 2008 मध्ये देशात डेंग्यूचे 12561 रूग्ण होते व त्यापैकी 80 मरण पावले. हे प्रमाण 2013 मध्ये 75808 रूग्ण व 193 मृत्यू इतके वाढले. यावर्षी सप्टेंबर अखेरीस देशात डेंग्यूचे 13911 रूग्ण आढळले असून त्यापैकी 37 मृत्यूमुखी पडले आहेत. महाराष्ट्रात 2008 मध्ये डेंग्यूचे 743 रूग्ण आढळले व त्यापैकी 22 मरण पावले. हे प्रमाण 2013 मध्ये 5610 रूग्ण व 48 मृत्यू इतके वाढले. यावर्षी सप्टेंबरपर्यंत 2997 व्यक्तींना डेंग्यू झाला व त्यापैकी 7 मृत्यूमुखी पडले.

डेंग्यूची साथ का येते :-
डेंग्यूची साथ येण्यासाठी अनेक घटक कारणीभूत असतात. विषाणूचा प्रकार, डासांची संख्या व त्यांची वर्तणुक, रोगबाधित होण्याची व्यक्तींमधील संभाव्यता व पूर्वी डेंग्यू विषाणू संसर्ग न झालेले लोकसमूह आदी घटक यासाठी कारणीभूत असतात.

डेंग्यूचे लक्षणे काय आहेत :-
बहुतांश लोकांमध्ये डेंग्यूच्या संसर्गामुळे ताप हे लक्षण दिसून येते. शिशू, मुले व पहिल्यांदाच डेंग्यूची लागण होणाऱ्या प्रौढांमध्ये इतर विषाणूजन्य रोगात येणाऱ्या तापाप्रमाणेच ताप येतो. रूग्ण बरा होतानाच्या काळात किंवा तापासोबत अंगावर पुरळही येऊ शकते. यासोबतच श्वसनसंस्था व पचनसंस्था यांच्याशी संबंधीत रोग लक्षणेही आढळून येतात. क्लासिकल डेंग्यू तापाचा अधिशयन कालावधी 5 ते 6 दिवस असतो. तो कोणत्याही वयाच्या व्यक्तीला होऊ शकतो. सामान्यपणे थंडी वाजून खूप ताप येणे, तीव्र डोकेदुखी, स्नायू दुखी, सांधेदुखी ही लक्षणे दिसतात. स्नायू व सांधेदुखीमुळे व्यक्ती हालचाली करू शकत नाही. नंतरच्या चोवीस तासात डोळे दुखायला लागतात व व्यक्तीला उजेड सहन होत नाही. खूप थकवा येणे, भूक न लागणे, बध्दकोष्ठ, पोटात कळ येणे, जांघेत ओढल्यासारखे दुखणे, घसा खवखवणे, नैराश्य येणे आदी लक्षणेही दिसून येतात. ताप 5 दिवस राहतो व नंतर रूग्ण पूर्णपणे बरा होतो. रूग्णांचा मृत्यू होण्याची शक्यता अतिशय कमी असते.

डेंग्यू रक्तस्त्रावी ताप हा डेंग्यूचा गंभीर प्रकार आहे. सुरूवातीच्या काळात याची लक्षणे क्लासिकल डेंग्यूप्रमाणेच असतात. परंतू विशिष्ट प्रकारचे पुरळ मात्र सहसा येत नाही. ताप 40 ते 41 डिग्री सें.पर्यंत वाढतो व बालकांमध्ये तापामुळे झटके येऊ शकतात. या प्रकारात केशनलिकांमधून रक्तद्रव बाहेर पडून गुंतागुंत निर्माण होऊ शकतात. या प्रकारच्या डेग्यूमुळे काही रूग्ण मृत्यूमुखी पडतात. तिसऱ्या प्रकारात ताप, रक्तस्त्राव तसेच शॉक या तिन्ही बाबी आढळून येतात. या तीव्र डेंग्यूमध्ये केशवाहिन्यातून रक्त द्रवाची गळती झाल्याने शॉकची लक्षणे दिसून येतात. श्वसनाला त्रास होतो. गंभीर रक्तस्त्राव होतो किंवा विविध इंद्रिये निकामी होतात. सुमारे 2 ते 4 % रूग्णांना या प्रकारचा डेंग्यू होतो.

कोणत्या व्यक्तींमध्ये डेंग्यूच्या गुंतागुंती होण्याची जास्त शक्यता असते :-
डेंग्यू हा साधा आजार आहे पण काही व्यक्तींमध्ये तो गंभीर रूप धारण करण्याची किंवा त्यात गुंतागुंती निर्माण होण्याची जास्त शक्यता असते. अशा व्यक्तींमध्ये बालके व वृध्द, लठ्ठ व्यक्ती, गरोदर स्त्रिया, जठर वा आतड्यातील व्रणांचे रूग्ण, मासिक पाळी चालू असणाऱ्या स्त्रिया, थॅलॅसीमीयासारख्या रोगांचे रूग्ण, जन्मजात हृदय विकाराचे रूग्ण, स्टिरॉईड औषधी घेणारे रूग्ण तसेच मधुमेह, उच्च रक्तदाब, दमा आदी जुनाट आजारांचे रूग्ण यांचा समावेश होतो. साहजिकच अशा व्यक्तींना डेंग्यू झाला तर त्यांच्यात मृत्यूचे प्रमाण अधिक असते.

डेंग्यूवर उपचार किंवा लस आहे का :-
डेंग्यूचे वर्णन वाचल्यावर लक्षात येईल की तो एक सर्वसाधारण आजार असून क्वचितप्रसंगी गंभीररूप धारण करू शकतो. त्यामुळे अनावश्यक घाबरण्याचे कारण नाही. डेंग्यूवरील उपचार हे लक्षणानुरूप आहेत. विषाणू मारण्यासाठी प्रभावी औषधे नाहीत. डेंग्यूचा प्रतिबंध करण्यासाठी लसही उपलब्ध नाही. यामुळे निराश व्हायची गरज नाही कारण जसा डेंग्यू कोणालाही होऊ शकतो तसेच त्याचा प्रतिबंधही कोणतीही व्यक्ती सहज करू शकते.

डेंग्यूचे नियंत्रण कसे करता येईल :-
डेंग्यूचा विषाणू तर पर्यावरणात राहणारच. पण एडीस डासांचा बंदोबस्त करून किंवा ते डास आपल्याला चावणार नाहीत यासाठी उपाययोजना करून आपण डेंग्यूपासून आपला बचाव करू शकतो. काळ्या शरीरावरील पांढऱ्या पट्टयांमुळे एडीस डास इतर डासांपासून पटकन ओळखता येतो. याला Tiger Mosquito असेही नाव आहे. पाण्याच्या कृत्रिम अर्थात मानवनिर्मित साठवणीच्या ठिकाणी या डासांची पैदास होते. घर वा घराभोवतीच्या अशा साठलेल्या पाण्यात या डासांची पैदास होते. फुटके डबे, बाटल्या, फेकलेल्या बादल्या, फ्लॉवर पॉट, नारळाची करवंटी, मातीची भांडी, झाडातील पोकळ्या, पडलेले टायर अशा अनेक ठिकाणी पाणी जमा होते व त्यात हा डास अंडी घालतो. या डासाची मादी सहसा दिवसा चावे घेते. हा डास खूप दूरवर उडू शकत नाही. त्याचा पल्ला सुमारे 100 मीटरचा असतो. यामुळे या डासांचे निर्दालन करणे सोईचे जाते. अळ्या मारणारी व प्रौंढ डासांना मारणारी किटकनाशके फवारूनही डासांचा नायनाट करता येतो.

सर्वसामान्य नागरिकांची काय जबाबदारी आहे :-
वरील उपाय हे महानगरपालिका वा दुसऱ्या कोणी करायचे असे सर्वसामान्य लोकांना वाटत असते. पण वर वर्णन केलेली पाणी साठण्याची ठिकाणे नष्ट करणे आपल्याच हातात आहे. याखेरीज डासांनी चावे घेऊ नये यासाठी डासविरोधी मलम अंगाला लावणे, मच्छरदाणीचा वापर करणे, अंगभर कपडे घालणे आदी उपाय तर नक्कीच करता येतील. शिवाय वैयक्तिक, घरातील व घरासभोवतालची स्वच्छता ठेवल्यास डेंग्यू व अस्वच्छतेमुळे होणारे इतर अनेक आजार आपण सहज टाळू शकू. माननीय पंतप्रंधानांनी स्वच्छ भारत अभियान सुरू करून त्या दिशेने महत्वाकांक्षी पाऊल टाकले आहे. दरवर्षी येणाऱ्या डेंग्यूचा बिमोड करायचा असेल तर स्वच्छता अंगी बाळगण्याचा उपक्रम सर्वांनाच स्वीकारावा लागेल !

NIA has arrested one more person from Nalbari district of Assam in connection with the Burdwan blast in West Bengal, police said on Saturday.
A NIA team along with the Assam police arrested Suburuddin Ali, a close relative of Sahanur Alam who is one of the main accused in the Burdwan blast incident during a search operation in his house at Boroliapar village Fridaynight.
With this nine persons have been arrested from Assam in connection with the October 2 Burdwan blast that had claimed the lives of two Jamat-ul-Mujahidcen Bangladesh members. Two of Suburuddin's relatives, Sahabuddin Ali and his wife Kohima Bibi were also picked up but were released on Saturday, the police said.
MAHARASHTRA Government on Saturday decided to approach Supreme Court after Bombay High Court stayed the move to grant 16 per cent reservation to Marat has in public service and educational institutions in the State.The decision was taken at an all-party meet-ing chaired by Chief Minister Devendra Fadnavis here.
"The State Government on Saturday assured us that it will approach SC against the interim ruling of the HC," Shiv Sangram leader Vinayak Mete (old reporters after the meeting. "The Government will approach SC next week." he added. The BJP Government in the State will be behind Marathas and Muslims, Mete added.
Former Congress Minister Nascem Khan said, "The Govt will constitute an all- party committee on (he issue of reservations for Maralhas and Muslims. "The State Government is fully supportive of the Maratha quota. We will appeal in SC on the HC ruling. We will take measures to ensure that the quota remains," Fadnavis had said on Friday, reacting to the HC ruling.
"If the court has pointed out any discrepancy in the law, we will remove any lacunae in ildur-ing die winter session of the State legislature in Nagpur," the Chief Minister had said.
While representatives of parties including BJP, Shiv Sena, KPI and Congressattended the meeting, no leader of NCP was present at the meeting.
"The advocate general has advised us to approach Supreme Court in the matter," Fadnavis told reporters after the meeting.

Dengue is transmitted by the bite of a mosquito infected with one of the four dengue virus serotypes. It is a febrile illness that affects infants, young children and adults with symptoms appearing 3-14 days after the infective bite.

Dengue is not transmitted directly from person-to-person and symptoms range from mild fever, to incapacitating high fever, with severe headache, pain behind the eyes, muscle and joint pain, and rash. There is no vaccine or any specific medicine to treat dengue. People who have dengue fever should rest, drink plenty of fluids and reduce the fever using paracetamol or see a doctor.

Severe dengue (also known as dengue hemorrhagic fever) is characterized by fever, abdominal pain, persistent vomiting, bleeding and breathing difficulty and is a potentially lethal complication, affecting mainly children. Early clinical diagnosis and careful clinical management by trained physicians and nurses increase survival of patients.

:: What is Dengue Fever ::
Dengue Fever is a painful, debilitating mosquito-borne disease caused by any one of four closely related dengue viruses. These viruses are related to the viruses that cause West Nile infection and yellow fever.

Each year, an estimated 100 million cases of dengue fever occur worldwide. Most of these are in tropical areas of the world, with the greatest risk occurring in:

1.  The Indian subcontinent
2.  Southeast Asia
3.  Southern China
4.  Taiwan
5.  The Pacific Islands
6.  The Caribbean (except Cuba and the Cayman Islands)
7.  Mexico
8.  Africa
9.  Central and South America (except Chile, Paraguay, and Argentina)

Most cases in the United States occur in people who contracted the infection while traveling abroad. But the risk is increasing for people living along the Texas-Mexico border and in other parts of the southern United States. In 2009, an outbreak of dengue fever was identified in Key West, Fla.

Dengue fever is transmitted by the bite of an Aedes mosquito infected with a dengue virus. The mosquito becomes infected when it bites a person with dengue virus in their blood. It can’t be spread directly from one person to another person.

:: Symptoms of Dengue Fever ::

Symptoms, which usually begin four to six days after infection and last for up to 10 days, may include:

1.  Sudden, high fever
2.  Severe headaches
3.  Pain behind the eyes
4.  Severe joint and muscle pain
5.  Nausea
6.  Vomiting
7.  Skin rash, which appears three to four days after the onset of fever
8.  Mild bleeding (such a nose bleed, bleeding gums, or easy bruising)

Sometimes symptoms are mild and can be mistaken for those of the flu or another viral infection. Younger children and people who have never had the infection before tend to have milder cases than older children and adults. However, serious problems can develop. These include dengue haemorrhagic fever, a rare complication characterized by high fever, damage to lymph and blood vessels, bleeding from the nose and gums, enlargement of the liver, and failure of the circulatory system. The symptoms may progress to massive bleeding, shock, and death. This is called dengue shock syndrome (DSS).

People with weakened immune systems as well as those with a second or subsequent dengue infection are believed to be at greater risk for developing dengue hemorrhagic fever.

:: Diagnosing Dengue Fever ::

Doctors can diagnose dengue infection with a blood test to check for the virus or antibodies to it. If you become sick after travelling to a tropical area, let your doctor know. This will allow your doctor to evaluate the possibility that your symptoms were caused by a dengue infection.

:: Treatment for Dengue Fever ::

There is no specific medicine to treat dengue infection. If you think you may have dengue fever, you should use pain relievers with acetaminophen and avoid medicines with aspirin, which could worsen bleeding. You should also rest, drink plenty of fluids, and see your doctor. If you start to feel worse in the first 24 hours after your fever goes down, you should get to a hospital immediately to be checked for complications.

:: Preventing Dengue Fever ::

There is no vaccine to prevent dengue fever. The best way to prevent the disease is to prevent bites by infected mosquitoes, particularly if you are living in or traveling to a tropical area. This involves protecting yourself and making efforts to keep the mosquito population down.

To protect yourself:

1.  Stay away from heavily populated residential areas, if possible.
2.  Use mosquito repellents, even indoors.
3.  When outdoors, wear long-sleeved shirts and long pants tucked into socks.
4.  When indoors, use air conditioning if available.
5.  Make sure window and door screens are secure and free of holes. If sleeping areas are not screened or air conditioned, use mosquito nets.
6.  If you have symptoms of dengue, speak to your doctor.
7. Eat Papaya.

To reduce the mosquito population, get rid of places where mosquitoes can breed. These include old tires, cans, or flower pots that collect rain. Regularly change the water in outdoor bird baths and pets' water dishes.

If someone in your home gets dengue fever, be especially vigilant about efforts to protect yourself and other family members from mosquitoes. Mosquitoes that bite the infected family member could spread the infection to others in your home.

Devendra Fadnavis sworn is as 27th Chief Minister of Maharashtra

Devendra Fadnavis on Friday took oath as the 27th Chief Minister of Maharashtra and the first from BJP in the state, at a grand function in Mumbai's wankhade stadium.

Fadnavis, a fourth-term MLA from Nagpur, is now the 27th Chief Minister of Maharashtra and the 18th person to hold the post. He will also be the fourth politician from Vidarbha region to become CM and at 44, the second youngest person to hold the top post in Maharashtra.
Along with Devendra Fadnavis,Maharashtra Governor Vidysagar Rao gave oath to seven Cabinet Ministers and two Ministers of state. Eknath Khadse, Sudhir Mungantiwar, Vinod Tawde, Pankaja Gopinath Munde, Vishnu Rama Savra took oath as Cabinet Ministers, while Vidya Jaiprakash Thakur and Dilip Nyandev Kamble took oath as minister of state.

Prime Minister Narendra Modi, BJP patriarch L K Advani, Shiv Sena chief Uddhav Thackeray, former Chief Minister Prithviraj Chavan, NCP leader and former Deputy CM Ajit Pawar, Goa CM Manohar Parrikar, Andhra Pradesh cM Chandra Babu Naidu and dignitaries from across the country  were present at the event.

Shiv Sena chief Uddhav Thackeray, who was to skip the swearing-in ceremony as he was upset over the Shiv Sena not finding a place in the government, attended the ceremony after BJP chief Amit Shah and Devendra Fadnavis had a telephonic conversation and invited him for the event.

Bharatiya Janata Party MLAs on October 28 had elected Fadnavis for the top post. The decision was taken in the BJP legislature party meeting in the Vidhan Bhavan in the presence of the party's central observers, Union Home Minister Rajnath Singh and BJP national general secretary JP Nadda.

Cyclonic storm Nilofar may hit Gujarat coast on Saturday

As per the latest update of the Indian Meteorological Department (IMD), the very severe cyclonic storm 'Nilofar' has weakened which would further weaken as it would come closer to Gujarat coast and cross it as a marginal cyclonic storm with a wind speed of 60-70 kilometer per hour and a maximum speed of 80 kilometre per hour.
The very severe cyclonic storm Nilofar over west central Arabian sea moved North-North eastwards with a speed of 15 kilometre per hour during past 6 hours and lay centered at 870 kilometre west-southwest of Naliya and 870 kilometre south-southwest of Karachi in Pakistan, the IMD release stated.
Further, it would move north-northeastwards during next 12 hours and the northeastwards and cross north Gujarat and adjoining Pakistan coast around Naliya by October 31 night or early hours of November 1. "However, as the system would come closer to Gujarat coast it would weaken and cross as a marginal cyclonic storm with a speed of 60-70 kilometre per hour," Ahmedabad's centre of IMD deputy director Manorama Mohan ty said.
With the landfall of cyclone, the state is expected to receive heavy to very heavy rainfall on October 31 and November 1.
Earlier, the system, which turned into a very severe cyclonic storm on Monday, lay about 1,080 km southwest of Naliya on Tuesday afternoon and 1,110 kms southwest of Karachi in Pakistan.
"It would move northnorthwestwards during next 12 hours and then gradually recurve
northeastwards and cross North Gujarat and adjoining
Pakistan coast around Naliya by November 1 forenoon," IMD said in a bulletin on
Tuesday.
"However, as the system would come closer to Gujarat coast,
it would weaken and cross the coast as a cyclonic storm," it added.
Under the influence of this system, heavy to very heavy rainfall has been forecast along the coastal districts of Saurashtra and Kutch from October 31 night.
The Met has already asked authorities to hoist distant warning signal No 2 on all ports.
Cyclone 'Xilofar' comes just weeks after cyclone 'Hudhud' hit the Eastern states of Andhra Pradesh and Odisha, causing extensive damage in Vishakapatnam.
"We have also asked the district collectors to take the help of NCC, NSS and local XGOs," Pandey said.
About the plans for dealing with possible communication failures, he said the Centre had provided ten satellite phones. "Three out of the ten satellite phones will be used in Kutch region which is likely to be more affected," he added.
Asked about the fishermen who are still at sea, he said "according to the Fisheries Commissioner, around 400 fishermen have come back to the coast. But they are in a queue as there is a problem of anchoring the boats. We have asked the Collector to deal with this situation.

"We urge the people not to travel in the coastal regions of Gujarat including Kutch. We have also directed the district collectors to evacuate the tourists with the help of local police. Xo tourist will be permitted to travel in these areas during the severe cyclonic conditions," Pandey said.
Meanwhile, the state's chief secretary Varesh Sinha on Tuesday held a high-level meeting through video-conference with collectors and other officials.
Sinha asked the officers to identify places to accommodate evacuees and to ensure supply of food, water, medicines and generators.
The government has also asked the administration to evacuate salt pan workers and shut down the salt pan works.
Regarding the workers at ports, power plants and large industries, the state government has asked the respective managements to implement their on-site and off-site plans to control the movement of workers.
Sinha also asked the officers to make sure that people do not travel to pilgrimage sites in the coastal areas.

Government submits list of 627 foreign account holders' names to Supreme Court; SIT chief says no new information

The central government sutr-itteb the names of all illegal foreign bank account holders to the Supreme Court on Wednesday. Attorney General Mukul Rohatgi filed set of three documents to apex court in a sealed cover. "The documents include 627 names and status report of their investigation in these cases.

A bench headed by Chief Justice H L Dattu did not open the sealed envelope containing the names placed by the Centre and said that It would be opened only by Chairman and the Vice-Chairman of the Supreme Court-appointeC Special Investigation Team {SIT}. Speaking to the media. Attorney General Mukul Rohatgi said, 'Government gave the entire list of around 627 HSBC accounts in Geneva given by France to Supreme court in sealed cover. Deadline for investigation under the Income Tax Act into these accounts is March 31, 2015.

'SIT will decide what further action is to be taken on black money issue," said Supreme Court. The court also allowed Centre to put forth its grievances regarding various treaties with foreign countries before SIT.

Later commenting to media organisations, SIT chief Justice MB Shah said that there is no new detail in the list. He said that the names given in the list were already with them and they have to interrogate those people. However, Shah said that the probe will take some time branding it 'difficult one' according to media reports. He also said that he doesn't feel government is trying to shield any organisation or individual and claimed that already some positive results have come out from the probe.

The Supreme Court had on Tuesday asked the Union Government to release all the names of the people who have stashed their black money in accounts abroad. This order came after the latter had released the names of three account holders on Monday.

The Court had also rejected the Centre's argument that it would reveal only those names against whom the Income-Tax department has got evidence and directed the government to place all information, which Indian authorities have received 'rom foreign countries, before it.

However, the government also made its intention dear by asserting that it had no inhibitions in following the Supreme Court's order in placing the entire list of names of those having black money stashed in foreign banks by Wednesday morning before the apex court.

Union Finance Minister Arun Jaitley had emphatically expressed the government's keenness in getting to the root of the matter so that the account holders' names comes out and they face legal action and eventually bring back the money lying in foreign shores back to the country.

On Monday, the government in an affidavit to the Supreme Court had named three people who had accounts in Swiss banks with black money - Pradip Burman, former executive chairman of Dabur; Pankaj Chimanlal Lodhlya. a Rajkot-based bullion trader and Radha S. Timblo, a Goa-tased miner and owner of Timblo Pvt Ltd.

The government is building pressure particularly on Switzerland, seeking details of Indians who have parked unaccounted for money in the Alpine country's highly secretive banks. It has quickly implemented a Supreme Court directive to set up a high-powered special investigation team, headed by retired judge MB Shah, to look into the issue.

While tnere are no official estimates. Global Financial Integrity (GFI), a Washington-cased think-tank, has estimated that Indians had parked USD 462 billion In overseas tax havens between 1948 and 2008.

ENDING days of suspense, Devendra Fadnavis was on Tuesday elected BJP Legislature Party leader and will be sworn in as first Maharashtra Chief Minister from the partyon Friday, propped by NCP from outside. The 44-year-old fourth term MLA from Nagpur South West seal, with HSS roots and strong backing of Prime Minister Narendra Modi and BJP chief Amit Shah, will be only the second Brahmin Chief Minister of the State after estranged ally Shiv Sena's Manohar loshi.
Surmounting competition from several members of the State BIPs Core Committee, who were vying for the post but were neutralised by the party's Central leadership, Fadnavis was declared elected Leader of the legislature Party by Home Minister Rajnath Singh, observer for the election.

Fadnavis' name for the leader of BJP Legislature Party was proposed by Leader of Opposition in the outgoing Assembly Eknath Khadse and seconded by others who were in the race, including Khadse's counterpart in the Legislative Council Vinod Tawde, former Slate BJP chief Sudhir Munganiiwar and Core Committee member Pankaja Munde Palve.
The resolution for his election was adopted unanimously, Kajnalh Singh said after the meeting which lasiud little over 20 minutes, preceded by a meeting of the State BJP's Core Committee.
Padnavis and other leaders then drove down to Itaj Bhavan lo formally stake claim for form the Government. As decided by the party earlier, the Governor accepted the suggestion to swear in the new Government on October 31.
