Budget 2015, Sukanya Devi Yojana Better than PPF

Budget 2015, Sukanya Devi Yojana Better than PPF

Arun Jaitley Sukanya Samriddhi Yojana - Union Budget 2015-16
Arun Jaitley Sukanya Samriddhi Yojana - Union Budget 2015-16

Sukanya Devi Yojana Save Tax & Build Wealth

Thinking of investing in the PPF and fixed deposits for your little daughter's education or marriage? The Sukanya Samriddhi Yojana (SSY) could be a better alternative. The scheme, which was launched in January as part of the Prime Minister's Beti Bachao Beti Padhao initiative, was already eligible for deduction under Section 80C. The Budget has now made the income from the scheme tax free. The SSY is more attractive than the PPF because it offers a higher interest rate. The interest rate of the SSY is also linked to the government bond yield. While the PPF offers 25 basis points higher than the yield of 10-year government bonds, the SSY will offer 75 basis points higher than the 10-year government bond yield for the previous year (which was 8.33% for 1 April, 2013 to 31 March, 2014). For 2014-15, the interest for PPF is 8.7% while the SSY offers 9.1%. Though the SSY is an attractive proposition, the scheme is not open to everybody. An SSY account can be opened by the parent or guardian in the name of a girl child not more than 10 years old. Only for this year, the government has offered a grace period of one year and allowed accounts to be opened for girls who will be 11 years old by 1 December 2015. Children born before 2 December 2003 are not eligible.

  • Sukanya Samriddhi Yojana (SSY)- There is a new investment option available for investors looking to plan for the education of their girl child in the form of Sukanya Samriddhi scheme. To make it more attractive, it will also allow them to save tax through deduction under Section 80C. It is important to look at the details so that an investor knows the impact of the available choice. The Union Budget has amplified the benefits that are available for this scheme. This will make it more attractive but the question is whether this is suitable for you. One of the restrictions for investors is that it can only be utilised by those who have a girl child. Here is a closer look at the details of the scheme and the tax implications.
  • Minor girl child - The scheme can be used only for a minor girl child who is less than 10 years old. However there is a concession that has been given whereby if the child turned 10 between December 2013 and December 2014 then the account can still be opened in her name. The account can be opened by the biological parents of the child or the guardian and the investments can then be made in her account. There can only be one account that can be opened in the name of the child. There are some basic initial documents that need to be given including the birth certificate of the child and the identity and residence proof of the depositor. There is an ease in terms of opening the account since this is a small savings scheme and it would be possible to open this at the post office or a public sector bank.
  • Investment - The investment benefit is present only for two girl child of an individual unless a person is blessed with two girls in the second birth. The account can be opened with a minimum amount of Rs 1,000. The maximum amount that can be deposited in a year is Rs 1.5 lakh. The amount can be deposited by cash, cheque or draft. There has to be a minimum amount of Rs 1,000 in a year. The deposit is to be made for a period of 14 years from the opening of the account and maturity is 21 years from the date of opening of the account or if the girl gets married before this date then such a period. While the amount of Rs 1.5 lakh can be invested each year for the duration of the scheme the return is not certain as this would be announced each year and this can go down as the rates in the economy fall. This makes the final figure of accumulation impossible to estimate as the time period of the scheme is extremely long and the rates can fluctuate significantly.
  • Taxation - The real benefit for the account has to be considered in the form of taxation that will be encountered by the individual when they are investing in the account. There are two angles to this whole process where the first is the amount that is contributed each year. The amount invested is eligible for a deduction under Section 80C of the Income Tax act upto a sum of Rs 1.5 lakh. However one has to know that there is a whole list of instruments that are covered under this specific section and for most people they would already be exhausting the limit that is available under this particular section. The other aspect is the income that is earned as interest on the scheme. The interest for the first year is 9.1 per cent and like the PPF account the figure would be announced each year so one will be able to know the returns only when this is announced. The income here is now tax free and hence would not have to be included in the taxable income of the individual. This makes the investments an easy option from the tax point as it would not involve any clubbing with the income of the parent since the income itself is tax free. This also ensures that the entire amount earned on the scheme would be available at the time of maturity of the scheme.
  • Comparison - Like the Public Provident Fund (PPF) the individual can use the Sukanya Samriddhi Yojana to accumulate amounts tax free but there is a fundamental difference between the two options. One is that the PPF is meant for retirement and hence structured accordingly whereby it can be extended indefinitely till required. The Sukanya Samriddhi Yojana is meant for the girl child to meet expenses for critical moments in her life and hence the target nature of the scheme is different. Also there is limited liquidity in this scheme so the individual has to undertake all the calculations properly before starting the investment. The liquidity options in a PPF are far more and these can be used effectively. On the whole one should look at this investment only if there is a specific need for a girl child and the time period matches with the requirement.

Sukanya Yojna Tax-Free Small Savings Scheme for a Girl Child

Sukanya Samriddhi Scheme are tax-free under section 80C. Finance minister, Arun Jaitley has made interest income and withdrawal from Sukanya Samriddhi Scheme tax-free. Budget 2015 has made this scheme quite attractive for the investors. If you've already exhausted your PPF deposit limit, want to save for your girl child's marriage or higher education and have spare money to invest in this scheme, then this scheme provides you one more excellent avenue of safe investment with high returns.
  • Finance minister, Arun Jaitley has made interest income and withdrawal from Sukanya Samriddhi Scheme tax-free.
  • In his Budget speech on Saturday, the Finance Minister said, "Investments in Sukanya Samriddhi Scheme is already eligible for deduction under Section 80C. All payments to the beneficiaries including interest payment on deposit will also be fully exempt."
  • Sukanya Samriddhi Scheme is a new entrant in the small-savings schemes category aimed at encouraging savings for a girl child's education and marriage. The scheme was announced by the finance minister in his previous budget in July 2014 and the scheme was launched in January this year.

"UNION BUDGET 2015-16"

  • Under the scheme, parents and legal guardian can open accounts in the name of maximum two girl children up to 10 years of age. However, as part of the initial offer one year of grace period is being given. Any girl child born between 2 December 2003 and 1 December 2004 can open account up to till 1 December 2015.
  • The account can be opened in post office or scheduled commercial banks with a minimum investment of Rs 1,000 a year, and thereafter any sum in the multiple of Rs 100.
  • One has to invest at least Rs 1,000 a year. A maximum deposit of Rs 1.5 lakh is allowed under the scheme, irrespective of the number of accounts.
  • One has to deposit at least a sum of Rs 1,000 every year. An account where the minimum annual amount of Rs 1,000 is not deposited, the same can be revived by paying a penalty of Rs 50 and the minimum deposit amount for each year during which the account holder has failed to pay.
  • The scheme is currently offering an interest of 9.1% a year compounded annually. However, the rate is not fixed and would be revised every year. The interest would be credited in the account every year.

"Beti Bachao, Beti Padhao"

  • "Beti Bachao, Beti Padhao" is the mantra with which Prime Minister Narendra Modi launched Sukanya Samriddhi Yojana on January 22nd this year. Later on, the government issued a notification to allow 80C exemption equal to the amount invested in the scheme up to Rs. 1,50,000, which is also the maximum amount one can invest in this scheme in a financial year.
  • Now, the Finance Minister in his budget speech has proposed to make the interest component as well as the maturity proceeds as tax-free. I think this proposal has made this scheme to be the best small savings scheme available to the Indian investors. Yes, even better than our golden scheme of Public Provident Fund (PPF). So, what is this scheme all about? Let's check.
  • Sukanya Samriddhi Yojana is a small savings scheme which can be opened by the parents or a legal guardian of a girl child in any post office or authorised branches of some of the commercial banks. The girl child is called the "Account Holder" and the guardian is called the "Depositor" in this scheme.
  • Before I compare this scheme with PPF, let us first check the important features of this scheme.

"Salient Features of Sukanya Samriddhi Yojana"

  • Who can open this account? - Parents or a legal guardian of a girl child who is 10 years of age or younger than that, can open this account in the name of the child. For initial operations of the scheme, one year grace period has been provided to make it 11 years of age. With this one year grace period in age, which is valid up to December 1,2015, you can get this account opened for a girl child who is born between December 2,2003 and December 1,2004.
  • 9.1% Tax-Free Rate of Interest - This scheme has been flagged off with a 9.1% rate of interest, higher than that of PPF which stands at 8.7%. But, this rate is not fixed at 9.1% for the whole tenure and is subject to a revision every financial year like all other small savings schemes, including PPF. Prior to the budget announcement, 9.1% annual return seemed unattractive, but not anymore, as it has been made tax exempt now. Interest amount gets added to your balance amount in the account and compounded either monthly or annually, as per your choice. Monthly interest compounding will be done only on your balance amount on completed thousands.
  • Duration of the Scheme - The scheme will mature on completion of 21 years from the date of opening of the account. If the account is not closed on maturity* after 21 years, the balance amount will continue to earn interest as specified for the scheme every year. In case the marriage of your daughter takes place before the maturity date i.e. completion of 21 years, the operation of this account will not be permitted beyond the date of her marriage and no interest will be payable beyond the date of marriage.
  • Deposit for 14 years only - Though the scheme has a duration of 21 years, you are required to make contributions only for the first 14 years, after which you need not deposit any further amount and your account will keep earning the interest rate applicable for the remaining 7 years.
  • Premature Closure - The account can also be closed prematurely as your daughter completes 18 years of age provided she gets married before the withdrawal. As the maximum permissible age of the girl child is set as 10 years, the scheme effectively carries a minimum duration of 8 years i.e. 18 years of exit age -10 years of entry age.
  • Partial Withdrawal - It is also allowed to withdraw 50% of the balance standing at the end of the preceding financial year, but only after your daughter attains the age of 18 years. So, effectively it has a complete lock-in period of at least 8 years, before which you cannot take out any money for any purposes.
  • Minimum/Maximum Investment - You need to deposit a minimum of Rs. 1,000 in a financial year to keep your account active. Failure to do so will make your account inactive and it could be revived only after paying a penalty of Rs. 50 along with the minimum amount required to be deposited for that year, which currently stands at Rs. 1,000. Also, you can invest a maximum of up to Rs. 1,50,000 in a financial year. You can make your contribution to this account in as many number of times as you like.
  • How many accounts can be opened? - You can open only one account in the name of one girl child and a maximum of two accounts in the name of two different children. However, you can open three accounts if you are blessed with twin girls on the second occasion or if the first birth itself results into three girl children.
  • Nomination Facility - Nomination facility is not available in this scheme. In an unfortunate event of the death of the girl child, the account will be closed immediately and the balance will be paid to the guardian of the account holder.
  • Documents Required - Birth Certificate of the girl child, along with the identity proof and residence proof of the guardian, are the mandatory documents required to open an account under this scheme. You can approach any post office or authorised branches of some of the commercial banks to get this account opened.

Prime Minister Narendra Modi on Thursday launched a small deposit scheme for girl child, as part of the 'Beti Bachao Beti Padhao' campaign, which would fetch an interest rate of 9.1 per cent and provide income tax rebate. 'Sukanya Samridhi Account' can be opened at any time from the birth of a girl child till she attains the age of 10 years, with a minimum deposit of Rs 1000. A maximum of Rs 1.5 lakh can be deposited during the financial year.

The account can be opened in any post office or authorised branches of commercial banks. "The scheme primarily ensures equitable share to a girl child in resources and savings of a family in which she is generally discriminated as against a male child," said a government statement.

In an effort to motivate parents to open an account in the name of a girl child and for her welfare to deposit maximum of their savings upto the prescribed limits, higher rates of interest at 9.1 per cent is proposed to be given on the deposits on annually compounded basis with income tax concession in this financial year, the statement said.

The account will remain operative for 21 years from the date of opening of the account or marriage of the girl child after attaining 18 years of age. To meet the requirement of higher education expenses, partial withdrawal of 50 per cent of the balance would be allowed after the girl child has attended 18 years of age.

"The provision of not allowing withdrawal from the account till the age of 18 has been kept to prevent early marriage of girls," the statement said. The Prime Minister handed over bank account details to five girls under the 'Sukanya Samridhi Yojna' (girl child prosperity scheme).

Prime Minister Narendra Modi on Thursday launched his government's ambitious mega financial inclusion scheme, Jan Dhan Yojana, to bring the poor into the "economic mainstream" and to "eradicate financial untouchability". Some 1.5 crore bank accounts are expected to be opened on the first day itself, that will be a record of sorts. The scheme envisages opening bank accounts for 7.5 crore families by January 26, 2015. This is the first major scheme launched by Mr Modi after he assumed office after winning the Lok Sabha elections.
Under the scheme, announced by the Prime Minister in his Independence Day speech, every household will have at least a basic bank account with a RuPay debit card and an in-built accident insurance cover of "1 lakh as well as an additional '30,000 life insurance cover for those opening bank accounts before January 26, 2015. Further, an overdraft facility up to '5,000 will also be permitted to Adhaar-enabled accounts after satisfactory operation of the account for six months. For bank accounts opened under the scheme, no minimum balance will be required. "While Mahatma Gandhi worked to remove social untouchability, if we want to get rid of poverty we have to first get rid of financial untouchability. We have to connect every person with the financial system. And for that, this programme has been given impetus," Mr Modi said after launching the scheme.
The banking sector would be expanding itself 10 set up an additional 50,000 Business correspondents, more than 7,000 branches and more than 20.000 new ATMs in the first phase.
The new scheme is an improvement over the UPA's financial inclusion programme as it tries addressing the loopholes in the previous scheme. It tries to address all the possible deficiencies and its monitoring would be done at state and district levels. The 'mission mode' approach has been envisaged with the Finance Minister as head of the mission. The mission will have five different levels for overseeing the implementation of the programme three with the Centre and two with State Governments. The programme assumes importance as 42 per cent of the population is still out of the formal banking system, and has to depend on money lenders for meeting their credit needs. The present banking network of the country comprises of a bank branch network of 1. 15.082 and an ATM network of 1.60.055. Of these. 43.962 branches (38.2 per cent) and 23.334 ATMs (14.58 per cent) are in rural areas. The scheme was simultaneously launched at multiple places by 20 Chief Ministers, several Union Ministers, including Information Minister Prakash Javadekar at Pune. Law Minister Ravi Shankar Prasad at Chennai. External Affairs Minister Sushma Swaraj at Bhopal. Home Minister Rajnath Singh at Lucknow and HRD Minister Smriti Irani at Surat.
